According to Amar Ujala sources, the Commission is preparing to conduct the elections in two phases. The first phase of elections could be held immediately after Chhath (October 27-28). A three-member team from the Election Commission completed its two-day review visit to Bihar and returned to Delhi on Sunday. According to sources, the proposal for two phases instead of three this time has been prepared to ensure the participation of migrant Biharis after their return following Chhath.
Proposal for Two Phases and Voting Strategy
Sources stated that the Election Commission, while preparing the proposal, has ensured that the northern and central districts are included in the first phase immediately after Chhath. This is expected to increase voter participation, allowing more people to exercise their franchise. The three-member team of the Election Commission completed its two-day inspection tour of Bihar and returned to Delhi on Sunday. During this tour, a particularly thorough evaluation of election preparations was conducted.
Chief Election Commissioner's New Initiatives
Chief Election Commissioner Gyanesh Kumar had previously stated that 17 new initiatives would be implemented in the Bihar Assembly Elections. Some of these initiatives will be applied before voting, some during voting, and some after the voting process concludes. Notably, for the first time, webcasting facilities will be available at all 100% polling stations. This will enhance transparency in the electoral process and provide people with a real-time view of the polling stations.
Elections for the 243-member Bihar Assembly will be held on November 22, 2025, to facilitate the formation of a new government before the current term expires.
Purification of Voter List and SIR Process
CEC Gyanesh Kumar informed that Bihar's voter list has been purified after 22 years through a Special Intensive Revision (SIR). This process is legal and mandatory under the Representation of the People Act. Kumar stated that any person has the right to appeal to the District Magistrate to add or remove names from the voter list. Under this, names can be added or removed up to 10 days prior to nominations.
Among the 17 new initiatives is a new Standard Operating Procedure (SOP) to ensure voter ID cards are issued within 15 days at polling stations. Additionally, facilities for depositing mobile phones will also be available at all polling stations.
