Tamil Nadu: The Madras High Court is set to hear the case concerning the stampede at TVK chief actor Vijay's rally in Karur, Tamil Nadu. The incident resulted in 40 deaths and approximately 100 injuries. One of the stampede victims has filed a petition demanding a ban on Vijay's rallies. The petitioner argues that rallies should not be permitted for now, keeping public safety in mind.

Petitioner's Argument

In the petition, the victim stated that the stampede in Karur was not merely an accident but direct evidence of negligence and disregard for public safety. The victim appealed to the court not to permit any TVK rallies until the investigation is complete. The petitioner asserts that the right to life under Article 21 of the Constitution is paramount, and the right to assemble in large gatherings cannot infringe upon it in this instance.

Demand for Ban on TVK Rallies

Victim Senthilkannan has requested the court that the Tamil Nadu police should not permit any TVK rallies for the time being. The petition also stated that when public safety is at risk, priority should be given to the right to life.

FIR and Legal Provisions

The petition also referenced the FIR registered at Karur Town Police Station. The FIR mentions several sections of the Indian Penal Code, including a case of culpable homicide not amounting to murder. The petitioner argues that accountability should be established, and action should be taken against responsible officials and party leaders before any new rally is permitted.

Severity of the Rally Stampede

On Saturday, a stampede occurred due to a massive crowd at the TVK chief's rally held in Veluswamypuram. Forty people were killed, including women and children. Tamil Nadu DGP G Venkataraman admitted that there was an unexpectedly large crowd at the rally, despite 500 police personnel being deployed at the venue.

Order for Judicial Inquiry

Following this incident, Chief Minister M.K. Stalin has ordered a judicial inquiry headed by Justice Aruna Jagadeesan. Police have registered cases against top party leaders, including TVK General Secretary M. Anand. The investigation will thoroughly examine the rally's organization and security arrangements.
